The Water and Land Management Institute (WALMI) a training institution of DoWR is a key partner of OCTDMS, WALMI is actively involved in executing capacity-building training programs under the Green Climate Fund (GCF) Project FP045 “Ground Water Recharge and Solar Micro Irrigation to ensure food security and enhance resilience in vulnerable areas of odisha”. WALMI is playing crucial role in building the capacity of farmers, Pani Panchayats, engineers, officers, and staff deployed for GCF project at Gram Panchayats, Blocks under 15 district of the state of Odisha under the PR&DW Department and Minor Irrigation (MI) Divisions of the Department of Water Resources (DoWR) on strengthening climate resilience in agriculture and water resource management.

As part of this initiative, WALMI is entrusted with capacity-building & training of a wide range of stakeholders :
- Training of 500 engineers/ technical staffs from the Department of Water Resources (DoWR) and PR&DW department on maintenance & strengthen of reservoirs/tank, groundwater recharge, sustainable catchment & command area management, etc.
- 20,000 Jal Sathis are being trained to ensure participation of relevant stakeholders, farmers, support field-level implementation, crop water budgeting, maintenance of recharge shafts.
- Pani Panchayat members are receiving training in water budgeting, crop-water planning, participatory irrigation management and waste water management.
- 3,00,000 farmers are being trained in climate-resilient agriculture, organic farming, integrated pest management, agroforestry, water budgeting, solar pumping, small scale waste water management and sustainable ground water management, etc.
- 1,50,000 landless individuals and women are being empowered through skill development in off-farm activities- fisheries, poultry farming, etc.
